This Notice of Special Event has been published in accordance with the Illinois Open Meetings Act. The event will consist of a gathering for the following purpose: Jeff Nelson, General Manager of MetroLINK/Chair of the American Public Transportation Association, will lead a presentation on the bright future of the role of newer technologies in bringing improved safety and efficiency to public transit.

MetroLINK has published this notice due to the likelihood that members of the MetroLINK Board of Trustees and other public officials and dignitaries will likely be in attendance. No deliberation or discussion of business will occur between members of the MetroLINK Board of Trustees. The event is open to the general public with the following application of the following safety and security restrictions.

 Restrictions and Instructions. Members of the public will be allowed participation in compliance with Governor J.B. Pritzker’s Coronavirus Pandemic Proclamation and related Executive Orders. Accordingly, a limited number of persons will be admitted and other restrictions in compliance with Illinois/CDC Guidelines will be in place. To the extent any member of the public desiring to participate is impacted by the restrictions, reference should be made to MetroLINK’s website or contact should be made to MetroLINK’s Manager of Administration, with contact information as follows:

Remote Attendance Protocol (commonly referred to as the “COVID-19 Open Meeting Protocol”).

The meeting announced by this Notice will be conducted in accordance with the District’s COVID-19 Open Meeting Protocol.  As a result, this Notice is issued in compliance with Governor J.B. Pritzker’s Disaster Proclamation and related Executive Orders and legislation, all in response to the Coronavirus Pandemic.  It is noted that this month Governor J.B. Pritzker announced the advancement of Illinois to Phase 5 of the reopening of the Illinois economy, subject to the continuation of certain restrictions.  The Proclamations, Executive Orders and legislation are collectively referred to as “Disaster Law”.  Disaster Law permits remote participation in accordance with the Illinois Open Meetings Act.  Therefore the District intends to conduct a hybrid of live and virtual attendance. Instructions for meeting participation are available on MetroLINK’s website or by contacting MetroLINK’s administrative office at 309-786-2705.  

As to in-person attendees, additional requirements (including face coverings and social distancing) will be applied per guidance from the Illinois Department of Public Health.  MetroLINK appreciates cooperation with the conditions described in this Notice.  During the course of the meeting, attendees are encouraged to promptly speak up (or call the number furnished in this Notice) if deficiencies in sound quality or signal delivery are detected.  Public comments are accommodated through email in advance of the meeting, addressed to Jennifer Hirsch at

In accordance with Illinois State Statutes, a board of 5 trustees governs MetroLINK. The mayors of the five principal municipalities within MetroLINK’s district boundaries appoint the trustees separately for a four-year term. The five municipalities include the Cities of East Moline, Moline, Rock Island, and Silvis, and the Village of Milan.
